According to a West Central Tribune staff report
Our newsroom occasionally reports stories under the headline “West Central Tribune Staff Report.” Often, the title “West Central Tribune Staff Report” is used when transcribing basic news that comes from official sources, such as a city press release about a road closure, and requires little or no reporting. Sometimes this signature is used when an article has multiple authors or when the article is created by combining previously reported news from different sources. If external sources are used, this is noted in the story.
