People who have experienced violence in care facilities fear that government policy will condemn the next generation of children to abuse. The 2,500-page report of the Royal Commission of Inquiry into Abuse in Care was handed to Governor-General Dame Cindy Kiro this week and will be made public next month. However, even before receiving the report, the government took controversial actions such as youth camps, community schools and the repeal of section 7AA of the Oranga Tamariki Act. – Timothy Brown reports.
