Min Al-Huwailah Orders Legal Action Over Child Abuse Video






(MENAFN – Kuwait News Agency (KUNA)) KUWAIT, July 1 (KUNA) – Minister of Social Affairs, Family, Childhood and Minister of Youth Dr. Amthal Al-Huwailah on Monday ordered the opening of an investigation by the General Prosecutor’s Office into an incident involving child abuse.
It comes after a video emerged on social media showing the child – no older than ten – tied up with ropes and forced to pull a vehicle with his body, which the statement said was considered physical abuse.
Dr. Al-Huwailah instructed the Supreme Council for Family Affairs to look into the matter and take decisive action to protect children from violence, in accordance with the law, while emphasizing the need to combat child abuse, protect them from exploitation and raise awareness.
In accordance with Article 3 of Law No. 21 of 2015, which defines the rights of the child, every child has the right to life, development and protection against all forms of violence, abuse, neglect and exploitation, the statement added.
It was further stated that Article 6, paragraph 3 of the same Act emphasises the state’s obligation to provide children with a safe and healthy environment and to actively combat practices that are harmful to their well-being.
Psychological abuse, as defined in Article 71, includes any harmful behaviour towards a child that exceeds his/her capabilities or forces him/her to self-destructive actions. (end)
