Jail time for driver who killed cyclist in Burlington

Doug Fritz was killed while riding his bicycle along North Shore Blvd. in Burlington in May 2023.

A Toronto woman has been sentenced to almost six months in prison for her role in the death of a Burlington cyclist.

A judge has ordered 42-year-old Ji Feng to spend 179 days in prison after she struck and killed 81-year-old Doug Fritz as he rode his bicycle to Joseph Brant Hospital on May 18, 2023.

Feng had previously pleaded guilty to failing to stop after a crash that resulted in the death of a man.

According to court documents, Feng, who was also on her way to the hospital, struck Fritz, throwing him against the vehicle’s windshield before he landed on the road.

Documents say Feng continued to the hospital and contacted her insurance company after she noticed damage to her windshield. Her vehicle was towed for repairs, but a hospital employee saw the damage and contacted police.

Thanks to information provided by a hospital employee and dashcam footage from another vehicle, police were able to locate Feng.

When she was arrested, Feng told police she did not realise she had hit someone.

Sentencing, Judge Scott Latimer said Feng’s behaviour indicated she had tried to distance herself from the incident but had expressed remorse.

The shorter period of less than six months means Feng, a Canadian resident for 20 years, will be able to appeal an order to deport her from the country that she could face after serving her sentence.

During the interview with inhalton.com Last year, with the victim’s daughter, it emerged that Fritz was a former Peel police officer.

Ironically, Fritz was on his way to the hospital where doctors were about to tell him he did not have cancer.

“This is the hardest part of going through this,” said his daughter, Jackie Fritz. “He was supposed to get good news. It was supposed to be a great day for all of us, but it turned out to be the worst.”
